Food Contact Materials Guidelines


Paper and board is an important packaging materials use in a wide range of food contact applications such as tea bags, baking papers, filters, beverage cartons, sacks, packaging for dry and frozen foods, including transport and distribution packaging, and tissue products. Paper and board packaging longstanding commitment to the protection of human health, interests and protection of consumers through the provision of safe and functionality effective materials. So paper and board, food, inks, varnishes and adhesive producers have cooperating over the past decades with governmental both national and supra- national level as well as other regulator in order to ensure necessary measures for consumer protection.

COMPLIANCE REQUIRMENTS

The meeting of the following requirement of the Framework Regulation is important before placing paper and board materials and articles on the market. The method of achieving these requirements may be tailored according to factors such as the scale of foreseeable risks and the size and nature of a particular manufacturing process.

  • All materials and articles intended for food contact shall be manufactured in accordance with Good Manufacturing practices (GMP).
  • Risk management should be used as essential tools for achieving the food safety.
  • All materials and articles must consist of the substances or use during production that are risk assessed or included in positive lists in national regulations and recommendations.
  • The paper and board manufacturer must assess and control any relevant risks related to non-intentionally added substances (NIAS).
  • All the business operator related paper and board must meet the traceability requirements of the Framework Regulation throughout the supply chain.
  • Paper & board materials as well as articles destined for food contact uses to be accompanied by labelling or documentation which indicates it suitability for that use.
  • The framework regulation ensure that food contact materials and articles must be accompanied by a written declaration stating that they comply with the rules which apply to them.
